		<description>There&#039;s a difference between hiring someone to penetrate your systems, so you can strengthen them, and having someone do it without your knowledge.The chief shouldn&#039;t have to defend their use of hackers, as long as they aren&#039;t using them to penetrate foreign systems (or any systems not directly under their control). I&#039;m sorry. If the guy hacked into their system without their authorization, he commited a crime and should be punished. It doesn&#039;t matter why, or whether they hire people to do the same things.</description>
