		<description>Dell has no valid capability of being able &quot;ban the export of non-working electronics&quot; anymore than I have the ability to levitate.They don&#039;t even have the ability to stop their own recycling contractors from ultimately exporting electronics and electronic equipment and components if those &quot;recyclers&quot; really wanted to do so.And now they&#039;re gonna cut down bamboo forests to package their products?</description>
